Gunbattle in Beirut amid fears of Syria spillover

BEIRUT (AP) ? Gunmen fired rocket-propelled grenades and machine guns early Monday in intense street battles in the Lebanese capital, wounding six people as fears mounted that the conflict in neighboring Syria was bleeding across the border.

The fighting appeared to be among the worst clashes in Beirut since 2008. The clashes erupted hours after an anti-Syrian cleric and his bodyguard were shot dead in northern Lebanon.

Lebanon and Syria share a complex web of political and sectarian ties and rivalries, which are easily enflamed. Last week, clashes sparked by the Syrian crisis killed at least eight people and wounded dozens in the northern city of Tripoli.

The revolt in Syria began 15 months ago, and there are fears the unrest will lead to a regional conflagration that could draw in neighboring countries. The U.N. estimates the conflict has killed more than 9,000 people since March 2011.

Sunday's fighting in Beirut pitted pro- and anti-Syrian Sunni groups, according to an Associated Press reporter at the scene in the Mazraa district. Gunmen were roaming the streets and several roads were blocked.

Lebanon's state-run National News Agency said gunmen were using "bombs and machine guns" and that six people were wounded.

The apparent trigger for the fighting was the shooting death of Sunni cleric Sheik Ahmed Abdul-Wahid and his bodyguard in northern Lebanon. The circumstances surrounding their deaths remain unclear but the NNA said they appeared to have been killed by soldiers after their convoy failed to stop at an army checkpoint.

The Lebanese army issued a statement, saying it deeply regretted the incident and that a committee will investigate.

The fighting underscores how the bloodshed in Syria, where President Bashar Assad's regime is cracking down on an uprising against his rule, is enflaming emotions in its tiny neighbor Lebanon. Lebanon has a fragile political faultline precisely over the issue of Syria.

There is an array of diehard pro-Syrian Lebanese parties and politicians, as well as support for the regime on the street level. There is an equally deep hatred of Assad among other Lebanese who fear Damascus is still calling the shots here. The two sides are the legacy of Syria's virtual rule over Lebanon from 1976 to 2005 and its continued influence since.

The fighting was the among the most intense fighting in Beirut since May 2008, when gunmen from the Shiite Hezbollah militant group swept through Sunni neighborhoods after the pro-Western government tried to dismantle the group's telecommunications network.

More than 80 people were killed in the 2008 violence, pushing the country to the brink of civil war.

There was no sign that Hezbollah was involved in the latest violence.

In Syria on Sunday, a roadside bomb exploded in a restive suburb of Damascus as senior U.N. officials toured the area on Sunday, the latest incident in which the unarmed observer mission has nearly been caught up in the country's bloodshed.

No casualties were reported in the blast, which detonated about 150 meters (500 feet) away from visiting U.N. peacekeeping chief Herve Ladsous and Maj. Gen. Robert Mood, the chief of U.N. observers in Syria. Journalists accompanying the team also were nearby. The explosion blew off the front of a parked vehicle.

A U.N. observer team with more than 250 members now on the ground has failed to quell the bloodshed in Syria, although it says it has had a "calming effect" in certain areas. Meanwhile, on several occasions, the team has come close to being caught in an attack, although there is no conclusive proof that it has been targeted.

Earlier this month, a bomb targeting an army truck exploded seconds after a convoy carrying Mood went past in the country's south. Last week, a roadside bomb damaged the mission's cars in a northern town just minutes after witnesses said regime forces gunned down mourners at a funeral procession nearby.

It was not immediately clear what the target of Sunday's explosion was, but the damaged car was parked near a security checkpoint in the suburb of Douma. A security official at the checkpoint told the U.N. observers that gunmen had targeted two military buses in Douma earlier in the day, wounding more than 30 security agents.

"We obviously don't have the specifics about what happened here this morning," Mood said Sunday.

Activists reported heavy shelling Sunday in the town of Soran in the central Hama province. The Britain-based Syrian Observatory for Human Rights called on the international observers to visit Soran and investigate reports of more than a dozen killed.

The revolt against Assad's regime started in March 2011 with mostly peaceful protests calling for political change. The deadly government crackdown led many opposition supporters to take up arms. Now, the regime is facing an armed insurgency targeting government installations, soldiers and security forces.

In March, the U.N. said that 9,000 people had been killed. Hundreds more have died since.

A cease-fire that was supposed to start last month has never really taken hold, undermining the rest of international envoy Kofi Annan's plan, which is supposed to lead to talks to end the 15-month crisis.

World powers remain divided on how to end Syria's crisis. The U.S. and other Western and Arab nations have called for Assad to leave power, and the U.S. and European Union have placed increasingly stiff sanctions on Damascus. But with Russia and China blocking significant new U.N. punishments, U.S. officials are trying to get consensus among other allies about ways to promote Assad's ouster.

HP Officejet 6600 e-All-in-One


Clearly meant primarily for office needs, as the name suggests, the HP Officejet 6600 e-All-in-One ($149.99 direct) inkjet MFP is hard to characterize in other ways. It uses a touch screen for its front panel controls, for example, so you can't say it's a minimalist design. However, it lacks a lot of common features like a USB type A port for PictBridge cameras or for printing from and scanning to USB keys, so you can't say its loaded with features. For the most part, however, it focuses on basics. And, no matter how you characterize it, it's a potentially good choice for micro, small, and home offices, or as a personal printer in any size office.

In some ways, the 6600 actually outperforms the slightly more expensive Editors' Choice HP Officejet 6700 Premium e-All-in-One ($169.99 direct, 4 stars). Despite HP rating it as slower than the 6700, it turned in a faster speed on our tests. It also delivered better quality text. However, it leaves out a lot of features you might want that the HP 6700 includes.

Although the 6600 offers Wi-Fi, for example, it lacks wired network support, which means you can't use it as a shared printer unless you have WiFi. And although it offers the same 250-sheet paper capacity as the HP 6700, which should be enough for most small offices, it leaves out a duplexer (for printing on both sides of a page).

Basics
Under the category of core MFP features, the 6600 can print and fax from, as well as scan to, a computer, and it can work as a standalone copier and fax machine. Among the few extras it adds is a 35-page automatic document feeder (ADF) to complement the letter-size flatbed and let you scan legal-size paper as well as stacks of pages.

Other extras, as indicated by the e in e-All-in-One, include support for Apple AirPrint and HP ePrint (HP's approach to printing through the cloud), and HP Web apps, including, for example, the Financial Times App (Free, 3.0 stars). However, you can't use any of these features if you connect the printer by its USB port rather than by WiFi. AirPrint requires a network with Wi-Fi (you can't connect directly to the printer) and ePrint as well as the Web apps require a direct Wi-Fi connection to a network that's connected to the internet.

Setup, Speed, and Output Quality
As with most inkjets in this price range, the 6600 is small enough to share a desk with comfortably. With the trays fully extended, it measures 9.9 by 18.3 by 21.9 inches (HWD), but the printer body is only about 11 inches deep.

For my tests, I connected by USB cable and installed the drivers on a system running Windows Vista. Physical setup is typical for an inkjet. Software installation is a little unusual, with the quick start guide sending you to the printer front panel. When you choose USB as the connection type, however, the front panel tells you to put the driver disc in your computer. The rest of the steps are standard fare.

I timed the printer on our business applications suite (using QualityLogic's hardware and software for timing), at an effective 3.7 pages per minute (ppm), which is a reasonable clip for an inkjet in this price range, and a touch faster than the HP 6700, at 3.4 ppm. As another point of reference, the 6600 is just a touch slower than the Editors' Choice Brother MFC-J825DW ($150 street, 4 stars) at 4.0 ppm. The 6600 also handles photos at acceptably, if not blazingly, fast speeds, averaging 1 minute 7 seconds for a 4-by-6 photo on our tests.

Along with its speed, the 6600 offers reasonably good output quality, especially for text. Some fonts in my tests qualified as highly readable even at 4 points, making it well above par for an inkjet. Unless you have an unusual need for small fonts and also demand laser quality crispness, you shouldn't have any complaints about the text output.

Graphics quality is at the bottom of a tight range where the vast majority of inkjet MFPs fall, and easily good enough for any internal business need. Depending on how much of a perfectionist you are, you may consider it good enough for handing out to important clients or customers when you need to convey a sense of professionalism. Photo quality is typical for an inkjet, which makes it roughly equivalent to what I expect to see from drug store prints.

I'd be more enthusiastic about this printer if it included at least one of three key features it lacks: wired network support, a duplexer, and a manual feed so you could print on a different paper stock more easily. If you never need to duplex, however, rarely change paper types, and either have WiFi on your network or don't need any of the features that depend on Wi-Fi, the reasonably fast speed and better than par output quality are enough to make the HP Officejet 6600 e-All-in-One a reasonable choice, and even a potentially attractive one.

West African ministers tackle Mali, Guinea-Bissau crises

West African ministers met Saturday to try to resolve the crisis gripping Mali and speed up the return to constitutional rule in Guinea-Bissau, both struggling to recover from recent military coups.

The one-day meeting of foreign ministers from the Economic Community of West African States (ECOWAS) in Abidjan comes a day after United Nations Secretary-General Ban Ki-moon said it was "critical" that they "send a clear and principled message against unconstitutional seizures of power."

In a statement released after the UN Security Council unanimously ordered sanctions Friday against the Guinea-Bissau coup leaders, Ban called on the military in both countries to "return to their barracks... and respect civilian authority and the rule of law."

ECOWAS has accused the leaders of the March 22 coup in Mali of blocking its efforts to steer the country back to constitutional rule.

The regional bloc successfully mediated a transition agreement and convinced the junta to hand power to interim president Dioncounda Traore on April 12.

But the mid-level army officers who overthrew then-president Amadou Toumani Toure's government are refusing to let Traore stay in office beyond Tuesday -- the 40 days set down in the constitution as the maximum length of an interim government.

The ECOWAS deal envisioned a 12-month transition that would lead to new elections.

The regional bloc had sharp words for the coup leaders Friday after the latest round of talks failed to resolve the impasse.

"The junta itself created (this) blockage," Ivory Coast Foreign Minister Daniel Kablan Duncan, whose country holds the rotating ECOWAS presidency, told a regional ministerial meeting.

Two lead mediators for the crisis, Burkina Faso Foreign Minister Djibrill Bassole and Ivory Coast Minister for African Integration Adama Bictogo, arrived late Saturday in the Malian capital Bamako for further talks.

They declined to immediately talk to reporters.

On Friday, Mali's parliament unanimously passed a bill granting amnesty to the coup leaders.

The bill, which must be signed by the president before becoming law, was part of the ECOWAS-mediated transition deal.

Both opponents and supporters of the coup have welcomed the amnesty.

"It's proof that everyone wants peace," Adama Kante, a leader in the United Front for the Defence of the Republic and Democracy (FDR), a party opposed to the coup, told AFP.

But the putschists have been ostracised by much of the international community. The spokesman for the junta, Lieutenant Amadou Konare, and his wife were denied French visas recently, a Malian diplomatic source said.

While the junta justified the coup saying the government was not doing enough to fight a rebellion by ethnic Tuareg rebels in the north, the power vacuum in Bamako has enabled Islamist and Tuareg fighters to seize most of the vast desert north, effectively splitting the country in two.

In Guinea-Bissau, ECOWAS this week deployed the first 70 troops of a force that will eventually comprise more than 600 to oversee implementation of a one-year transition agreement to take the country to new elections after its April 12 coup.

The UN Security Council on Friday ordered a travel ban against five top military officers in the West African nation, including the powerful coup mastermind General Antonio Indjai.

Despite handing power over to a civilian government, the coup leaders are still influential, and hand-picked transitional president Manuel Serifo Mhamadjo.

Since independence from Portugal in 1974, the country's army and state have remained in constant conflict, and no president has ever completed a full term in office.

Guinea-Bissau has also become a hub for drug-running between South America and Europe.
