Obama starts Hawaiian vacation, leaving Washington on ice

KAILUA, Hawaii (Reuters) - Taking what promised to be a very brief Christmas break from the ongoing struggle to avoid the "fiscal cliff" of tax hikes and spending cuts, President Barack Obama relaxed with his family on Saturday at a beach retreat in Hawaii.

Congress was to return to Washington next Thursday and Obama has pledged to work with lawmakers to strike a deal to avoid the economic shock from tax and spending measures set to take effect on January 1 if a deal can't be reached, which many economists say could push the U.S. economy back into recession.

The president is expected to indulge in some of his favorite pastimes on the island where he was born and raised: golf, an expedition for the local treat "shave ice," and an evening out with family and friends. He hit the links at the nearby Marine Corps base under sunny skies on Saturday afternoon.

On Sunday, he is expected to attend funeral services for Senator Daniel Inouye, the long-serving Democrat from Hawaii who died on Monday, but the president has no other public events on his schedule.

Obama's idyll was not expected to last more than four days, and he will likely retrace the more than 4,800-mile trip from the Aloha State to Washington after Christmas in a bid to cut a deal with Republicans, who failed on Thursday to agree on competing tax and spending bills of their own.

Before leaving Washington on Friday evening, Obama urged Congress to come up with a stopgap measure to spare the U.S. economy the jolt of $600 billion in tax increases and spending cuts economists say would likely derail the economy.

The president asked lawmakers for a stripped-down deal to continue lower tax rates on middle income earners and extend unemployment insurance benefits to avoid some of the worst effects of the "fiscal cliff" in the new year.

Obama's family holiday, in a quiet beach front community on the other side of the island from bustling Honolulu, should also provide some respite from the somber focus on the Newtown, Connecticut, mass shooting and the consequent bitter debate over measures to change America's gun culture and prevent violence.

The president's weekly radio and Internet addresses, which in recent weeks have centered on his argument for extending tax cuts for all but the wealthiest Americans, on Saturday offered holiday greetings to U.S. military forces.

Peugeot, GM discard large car project, pursue others

PARIS (Reuters) - General Motors Corp and PSA Peugeot Citroen have dropped plans to jointly develop a large car and will base their alliance on three smaller vehicle projects, the automakers said on Thursday.

GM and Peugeot also said in a statement that they will broaden the alliance to work on a new generation of small gasoline engines and will explore "product and industrial initiatives in Latin America or other growth markets."

The decisions on came as the two automakers signed agreements to carry forward the global alliance they agreed earlier this year as both seek to stem deep losses in the depressed and highly competitive European market.

They had previously said the alliance would focus on four joint vehicle programs, including two small cars, a compact crossover and a larger vehicle, but the statement said that only the three compact cars had gotten the go-ahead.

The alliance, with which the companies had initially pledged to achieve annual savings of $2 billion within five years, also includes a joint purchasing agreement.

Earlier plans had also called for the carmakers to jointly develop a small car for Brazil, but those were later dropped. Though Peugeot and GM said on Thursday they would explore initiatives in Latin America, they did not outline any specific projects.

Cigarette smoking among American teenagers dropped to a record low in 2012, a decline that may have been partly driven by a sharp hike in the federal tobacco tax, researchers said on Wednesday.

An annual survey of about 45,000 students in the eighth, 10th and 12th grades found that the overall proportion of those saying they had smoked in the prior 30 days fell by just over a percentage point to 10.6 percent.

"A one percentage point decline may not sound like a lot, but it represents about a 9 percent reduction in a single year in the number of teens currently smoking,"?Lloyd Johnston, the principal investigator in the study, said in a statement.

He said reductions on that scale can translate into the prevention of thousands of premature deaths and tens of thousands of cases of cancer and other serious disease.

More than 400,000 Americans are estimated to die prematurely each year as a result of cigarette smoking - the No. 1 cause of preventable U.S. deaths - and most smokers begin their habit as adolescents, experts say.

Healthcare advocates hailed Wednesday's findings as evidence that higher cigarette taxes were paying off, combined with federal curbs on youth-oriented tobacco marketing and sales and a sweeping anti-smoking media campaign.

The researchers also cited the increase in federal cigarette taxes, raised by 62 cents a pack in 2009, as a likely contributing factor. The findings were part of an annual survey by?University of Michigan?researchers released by the National Institute on Drug Abuse.

Smoking rates fell for each of the individual age groups surveyed, most notably among eighth graders - from 6.1 percent in 2011 to 4.9 percent in 2012, the survey found.

Longer-term trends showed teen smoking rates dropping by about three-fourths among eighth graders, two-thirds among 10th graders and by half among 12th graders since a peak in the mid-1990s, researchers said.

One reason cited by experts is that the proportion of students who have ever tried smoking has declined sharply. Whereas nearly half of all eighth graders had tried cigarettes in 1996, just 16 percent had done so this year.

Teen attitudes toward smoking also continued to become more negative. For example, 80 percent of teens said they preferred to date nonsmokers in 2012.

But anti-tobacco advocates said their battle to stamp out teen smoking was far from over, noting that 17 percent of high school seniors still graduate as smokers.

Researchers singled out concerns over new forms of smokeless tobacco, including dissolvable products like?Camel-branded "Orbs" and "Strips," and a fine, moist form of snuff called snus (rhymes with "loose"), which users place under their upper lip.

They said a significant portion of older teens have experimented with small cigars and water pipes called hookahs, which are becoming popular among young adults.

"We cannot let our guard down when the tobacco industry still spends $8.5 billion a year - nearly $1 million ever hour - to market its deadly and addictive products and is pushing new products ... that entice youth," said Susan Liss, executive director for the Campaign for Tobacco-Free Kids.

Rescue and recovery workers exposed to airborne debris from the 2001 attack on the World Trade Center in New York are, overall, no more likely to develop cancer than unexposed people are, a new analysis of medical data shows.?But a closer look at the records finds that three malignancies stand as exceptions: cancers of the thyroid and prostate and a blood cancer called multiple myeloma.

Meanwhile, bystanders and other people exposed to the dust have so far experienced no increased risk for any of 23 cancers, researchers report in the Dec. 19 Journal of the American Medical Association. The study was based on data from a registry that includes 55,000 New York residents exposed to the dust from the twin towers? fall.

Why three cancers showed up in workers and the other 20 didn?t is unclear, says study coauthor Steven Stellman, an epidemiologist at the New York City Department of Health and Columbia University.

But any cancer rate increase raises the concern that exposures during the rescue and months-long cleanup operation may pose future risks, Stellman says.

?For most cancers, the latency period is quite long,? he says. ?And this is very early in the process.?Other studies based on the medical registry have found an increased risk of certain diseases. Higher rates of asthma have emerged among workers and bystanders exposed to the dust from the twin towers (SN: 5/8/2010, p. 12). And Stellman says higher-than-average rates of heart problems, gastroesophageal reflux and post-traumatic stress disorder have also emerged.

People who worked amid the dust include first responders, cleanup crews, welders who cut up the tangled steel beams and barge and landfill workers who removed the rubble. By 2007 and 2008, this group showed a slightly increased risk for prostate cancer, a doubled risk of thyroid cancer and a nearly tripled risk of multiple myeloma when compared with the incidence rates in the general population of New York State.

The main carcinogens unleashed in the towers? fall were asbestos, silica and polycyclic aromatic hydrocarbons. PAHs are gaseous compounds often produced by combustion ? or incomplete combustion ? of fuels. Stellman notes that the airplanes that hit each building had nearly full fuel tanks, and the collapses of the buildings also unleashed natural gas from their piping systems.

The registry receives federal funding and is supported by the National Institute of Occupational Safety and Health. ?We?re encouraged to see new research and peer-reviewed studies? on the 9/11 rescue and recovery workers, says Fred Blosser, associate director for communications at NIOSH in Washington, D.C. ?This kind of information is extremely useful for us in administering the health-monitoring and treatment programs.?
